Salary: $80,000- 85,500

Position at a Glance

The Manager, Program Compliance, serves as the organization’s primary point of coordination for ensuring compliance, data accuracy, and audit readiness across all EPG programs, Workforce Development Board sub-grantees, and training providers. The Manager leads efforts to uphold rigorous standards of data integrity and service quality through program analysis, labor market research, and both on-site and desk monitoring for all programs and providers. This position also guides staff in strengthening data quality, improving performance outcomes, and maintaining consistently high levels of service delivery.

The Manager drives performance excellence by identifying risks, enhancing monitoring practices, and ensuring that all program operations meet federal, state, and local requirements. Additionally, the Manager proactively builds staff capacity to sustain compliance and deliver exceptional customer service. Scope of Responsibilities

  • Coach staff to strengthen data entry, case management practices, and compliance with workforce policies.
  • Supervise and develop staff, including recruiting, training, and professional development.
  • Build a culture of accountability, continuous learning, and high quality service delivery.
  • Define roles, streamline operations, and establish protocols that support efficiency and high-quality service delivery.
  • Promote exceptional customer service and guide staff toward meeting federal, state, and local performance goals.
  • Support the development of innovative monitoring strategies and coordinate onsite reviews of programs, providers, and training locations.
  • Prepare monitoring reports, recommend corrective actions, and ensure timely follow-up
  • Confirm timely review of eligibility and program data across WIOA and grant funded programs.
  • Ensure submission of written monitoring reports within required timelines.
  • Analyze programmatic data to identify deficiencies, compliance risks, and opportunities for improvement.
  • Serve as the organizational expert in Maryland Workforce Exchange (MWE) data reporting.
  • Maintain expert knowledge of case management and CRM platforms (e.g., MWE, OneFlow, DocStar)
  • Use project management tools to track audits, compliance reviews, and reporting deliverables.
  • Recommend and implement strategies for program evaluation and continuous improvement.
  • Propose program changes supported by data and performance insights.

Selection Criteria

  • Bachelor's degree in Education, Business, or a related field; Relevant experience will be considered in lieu of a degree.
  • 3+ years of experience in workforce development, compliance, data management, or programming monitoring.
  • In-depth knowledge of WIOA regulations, guidelines, and performance measures
  • Demonstrated expertise in Maryland Workforce Exchange (MWE), including data reporting, validation, and performance analysis.
  • Experience with case management and CRM systems (e.g., OneFlow, Salesforce, and MWE)
  • Technical proficiency with data management tools and project tracking systems such as Microsoft Excel, Monday.com, and Power BI.
  • Proven ability to translate programmatic data into actionable insights for performance improvement and compliance assurance.
  • Proven ability to coach staff to improve data integrity and compliance practices.
  • Global Career Development Facilitator (GCDF) certification or equivalent workforce services certification preferred
